Breaking the cycle of poverty for Northern California’s vast population of migrant and seasonal farmworkers — this strong desire brought California Human Development into being in 1967, and it remains the driving force of our mission today.
We believe people have the right to earn a living they can live on — and with education and training, we know it’s possible. Our offices and training centers help people of low income obtain employment and greater financial stability across 31 Northern California counties.
Farmworker Services’ primary focus is to serve Migrant and Seasonal Farmworkers (MSFW) and other low-income individuals in need of employment and training opportunities. MSFWs who come to seek assistance are provided the tools to obtain jobs outside of the agricultural field.
For those farmworkers who want to stay in agriculture, CHD provides tools to upgrade current skill levels — helping break the seasonal barrier that prevents stable employment.
CHD provides WIOA Career Services including Basic, Individualized, Training, and Related Assistance to qualifying low-income individuals, including all 14 WIOA elements to youth at risk.


Named for a beloved Catholic priest who advocated for farmworker rights in the 1960s, our Anthony Soto Employment Training (ASET) Centers offer quality vocational skills training to farmworkers and adults of all backgrounds and educational levels.
Students learn in an industrial or business setting appropriate to the skills being taught and located near companies eager to employ them upon graduation.

You may qualify for free tuition and financial aid if you meet program eligibility. CHD case managers in 12 field offices, along with government agencies, refer students who qualify. To find out, call the CHD field office closest to you.
Our training is available at competitive rates to anyone seeking new skills and greater earning ability — regardless of farmworker status. Backed in part by government grants, our programs deliver excellent results.

Classroom / Vocational Training
Paced to individual learning abilities in a licensed classroom setting. Provides measurable performance benchmarks aligned to specific employment competencies.
Customized Training
Job-specific skills training in high-demand fields. Ideal for farmworkers motivated to enter careers outside of agriculture who may also need support with math or language skills.
On-the-Job Training (OJT)
Training in a private employment setting with real job duties and supervision, leading to unsubsidized placement. Best suited for farmworkers who have career awareness but need specific job skills.
Work Experience
Subsidized training in a public or non-profit setting. Competency-based and learner-paced — especially suited for farmworker dependents with limited non-agricultural work experience.
Emergency Support Services
One-time emergency assistance during training — including childcare, food, shelter, transportation, utilities, DMV charges, clothing, and training materials to help participants complete their program.

WIOA 167 National Farmworker Jobs Program (NFJP)
Funded by the U.S. Department of Labor. Prepares migrant and seasonal farmworkers and their dependents for full participation in the labor force. Services include all WIOA career services, counseling, education, job training, vocational training, OJT, ESL/VESL classes, emergency supportive services, and referrals.

Dislocated Agricultural Workers
Funded through La Cooperativa Campesina de California. Retraining for agricultural workers displaced due to plant closure, season end, or cutbacks. Includes ESL, VESL, vocational training, OJT, Emergency Support Services, and basic readjustment services.

Community Service Block Grant (CSBG)
Funded by California’s Department of Community Services and Development. Helps farmworkers deal with crises from poverty — rental payments, utilities, food, transportation for migrant families new to the area, and referrals. Public hearings are held every two years in each county.

SETA / Galt & Solano Youth Program
Granted through San Joaquin County and SETA. CHD serves at-risk youth ages 16–24 in San Joaquin and Sacramento Counties — both in-school and out-of-school. Services include GED, ESL, career exploration, and paid work experience. All 14 required WIOA youth elements are offered.

SETA Galt One-Stop (American Job Center)
Through SETA funding, CHD manages one of the American Job Centers in Sacramento County in the City of Galt. Career Services under WIOA Adult and Dislocated Worker funding are offered to job seekers, along with all required WIOA youth elements.
Solano One-Stop Operator
CHD serves as the One-Stop Operator (OSO) for America’s Job Centers in Lake, Marin, Mendocino, Napa, Solano, and Sonoma Counties. CHD provides guidance to Workforce staff to ensure centers — with a focus on the Vallejo Job Center — meet WIOA regulation directives and the Hallmark of Excellence standards.
CHD is a designated provider of Community Services Block Grant (CSBG) services and receives funding through the Workforce Innovation Opportunity Act (WIOA). CHD’s Anthony Soto Training Centers have been granted institutional approval from the Bureau of Private Postsecondary Education (BPPE), pursuant to the California Private Postsecondary Education Act of 2009.
CHD has successfully implemented the NFJP for over 40 years — enrolling 17,000+ farmworkers and placing 10,000+ into unsubsidized employment, creating lasting pathways to self-sufficiency.
