From Qualified Providers of Managed Service Provider (MSP) Solutions
Overview
The California Human Development Corporation (CHD) is seeking bids from qualified Managed Service Providers (MSPs) to deliver comprehensive IT services. This includes network infrastructure management, helpdesk support, telephony services, cloud hosting, and cybersecurity. The selected provider will play a crucial role in maintaining high service levels and ensuring security compliance.
Purpose
CHD aims to enhance its IT environment to remain secure, scalable, and efficient, supporting approximately 100 employees across 17 operational locations in northern California.
Scope of Work
The MSP will be responsible for the following services:
- Network Infrastructure Management
- Helpdesk Services
- Telephony Services
- Cloud & Hosting Services
- Security & Compliance
- Reporting & Analytics
- Support & Escalation
- Strategic IT Planning
Bid Requirements
Bidders must include the following in their proposals:
- Qualifications and experience in providing similar services
- Detailed descriptions of anticipated services
- Proposed Service Level Agreements (SLAs)
- Qualifications of project staff, including security and compliance certifications
- Project schedule and onboarding plan
- Pricing breakdown by service category
- Three client references with contact information
- Signature of an authorized representative
- Contact information for the designated RFB representative
Timeline
- Release of Request for Bids: October 17, 2025
- Last Day to Submit Questions: November 10, 2025
- Bid Submission Deadline: November 14, 2025, by 5:00 p.m. PST
- Award Announcement: November 26, 2025
- Contract Start Date: January 1, 2026
Evaluation Criteria
Bids will be evaluated based on:
- Thoroughness of proposal response
- Understanding of CHD’s needs
- Organizational experience and viability
- Ability to ensure continuity of services
Fee and Payment Method
Payments will be made based on milestone completion and monthly service delivery. Invoices must detail services rendered and will be paid within 30 days of approval. Selected vendors must certify they are not debarred from doing business with the federal government.

CHD reserves the right to reject any and all bids and is not responsible for the cost of preparing the bid. This RFB does not constitute an agreement or contract.
